Stunning Blow Ukko
Stunning Blow Ukko Champion Loadout
This Mighty Ukko build can be incredibly annoying in the arena. Even more so with the addition of the Stun set and counterattack accessories. With an AOE attack on his A1 and his A2, along with a buff strip on top of that. You will frustrate your foes with this mighty combination. Ukko will be knocking foes out in fights right and left with this set. It is very frustrating to go against sometimes.
The build and the concept aren't too different from a normal Ukko where you want to build a lot of ACC still for his passive ability. You'll just have to do it in the Stun set instead of Perception. The more speed the better as well. I like to make my Ukko fast and I never really use him as my primary reviver.
The problem is this piggy is stat hungry. It's not always easy to get all of these stats out of a set like the Stun set. You're going to want him to be fast, accurate, resistant, and tanky. It's a tall order for some accounts that lack the gear.

Like I said before, this piggy is very hungry and asking for a lot in the stat department. The main set here is Stun. Not easy to gear for all these stats. I would prioritize speed and accuracy over the rest first. Then work on HP, Resistance and Defense.
On your Ukko, 3,000 total defense is a nice number to aim for at minimum, coupled with tons of HP on top of that. I went with a lot of HP gear in this build but if you're lacking in defense or some other stat, for example ACC, it's ok to substitute those pieces in the appropriate places. Like a DEF% or ACC chest piece.
It's not going to be easy to get Resistance, too but we have to make some sacrifices somewhere. If you had enough accuracy, you could always stack more RES instead.
Revenge accessories are my favorite for this build. We want to stun and decrease attack as much as possible to be as annoying as possible. The more we counterattack, the better.
* Some artifact sets have upgraded versions available. If you have a better upgraded version of this recommended artifact set, definitely use that instead.

I like +75 DEF more than +10 RES BUT I like +8% critical damage mitigation a LOT more than 5% AOE damage mitigation. You really only need to worry about nukers and all nukers will crit on you. This gives you better damage mitigation in the arena from both AOE AND single-target attacks.
Going down the defense tree you're going to have to go for Rejuvenation to get back over to Shadow Heal and Resurgent. Your Mighty Ukko won't be working so well as a stone cold stunner if he is CC'd in some way so that gives you a little bit of leeway to avoid a mighty attack coming at you.
Delay Death is a no-brainer for a tanky champ. I do like Harvest Despair here for the extra leech when you do happen to land a stun. Just to be a tiny lil bit extra annoying. I like a lot of the tier-5 masteries but what I really like for this Ukko build is counterattacking with that nice A1 he has. If you can land the decrease attack on the other team's nukers before they try to knock you out, all the better.
The real key to be the most annoying here is Fearsome Presence with the extra 5% chance to stun AND sheep. So annoying. Another key to a great Ukko is great accuracy so you can steal as many buffs as possible from the other team. For that we go down the Support tree with the usual suspects.
Starting with Pinpoint Accuracy, Charged Focus, and Swarm Smiter. At this point you need to consider what your 2-piece gear selection is going to be. If I chose Perception for example, I might want Lore of Steel for a tiny bit more speed and accuracy. If I wanted to try and maximize the A2 and A3, I might go for Cycle of Magic for the extra 5% chance to take a turn off the downtime. Evil Eye is an option, too, although less effective for AOE attackers.
For the last spot, I like Sniper for the extra 5% chance to land the A1 decrease attack. I cannot confirm nor deny if this affects Ukko's passive at the time of this writing. If I ever confirm or deny that, I will change this message.

Polymorph

Polymorph
Level 1 Blessing
The most annoying blessing in the game is Polymorph, aka Sheep. So what do we pair with the most annoying Ukko build? That's right, sheep, sheep and more sheep. Fearsome Presence mastery will help give you an additional 5% on top of the original 5%. Which we can say from experience IS enough to be annoying.
Level 6 Blessing
More sheeeeeeeeeeeeeeep! Now we just have a higher percentage to do it. That's all. Your opponents WILL hate you after you've sheeped and stunned most of their team. This is fact.
